- Fethullah Terrorist Organization (FETÖ) has staged a coup attempt in Turkey on July 15, 2016. The bloody attempt against our democracy, legitimate Government, and the Constitutional order was defeated by the Turkish State and people.

- FETÖ poses a grave threat to the survival of our state through its clandestine infiltration into state institutions. In order to have an effective fight against this terrorist organization, the Council of Ministers declared on July 20, 2016 a state of emergency for a period of 90 days, pursuant to Article 120 of the Constitution. The decision was endorsed by the Turkish Parliament on July 21, 2016.

- State of Emergency is a measure regulated by the Turkish Constitution and relevant national legislation and also a practice permissible under international human rights law, including European Convention of Human Rights.

- It is not only Turkey who resorted to State of Emergency in such circumstances. Many developed countries did the same when facing similar security threats. France, a member of the EU and the CoE, also declared State of Emergency on 14 November 2015 and implemented this measure since then. This week it has been extended for another 6 months. In this context, France declared that it may derogate from its obligations under European Convention on Human Rights in accordance with Article 15.

- Turkey is fully aware of its obligations related to democracy, human rights, the principle of rule of law and international conventions in this process and as in the past, due respect will be shown to fundamental rights and freedoms and the principle of supremacy of law will be strictly observed. In this process, utmost care will continue to be shown to uphold our democracy and the fundamental rights of our citizens with the rule of law. Foreign Minister Mevlut Çavuşoğlu said "State of emergency is not against democracy, law and freedoms. On the contrary, it is declared to protect and strengthen these values. Turkey will eliminate all threats and achieve its goals without compromising on freedoms or security."

- The purpose of the declaration of the State of Emergency, is not to restrict fundamental freedoms of our citizens, but to eliminate FETÖ terrorist organization in a more speedy and effective way. As top government Ministers underlined, this measure is aimed at holding coup-plotters accountable and ensuring those involved are identified and brought to justice swiftly. Deputy Prime Minister Numan Kurtulmuş underlined that emergency powers only to be used against Gulen's state within the state. "These powers are about the state itself. They will not be enforced over the people. Now we are able to issue statutory decrees" he declared.

- Although the State of Emergency has been declared for a period of 90 days, all extraordinary measures will be terminated once the result in the fight against the FETÖ terrorist organization will be successfully attained.

- The state of emergency in Turkey will not include restrictions on movement, gatherings, and free press. It is not martial law of 1990s. As is seen in the past week, life of ordinary people and businesses go unimpacted, uninterrupted, business is as usual. We are committed to market economy. It is not different from those imposed by our European partners after relatively smaller scale threats. We are confident that Turkey will come out of this with much stronger democracy, better functioning market economy and enhanced investment climate.

- This State of Emergency does not affect foreign nationals, including Romanian tourists in Turkey. There will be no effective measures against civilian life. Tourists enjoy their holidays in Antalya Riviera and Aegean coastal regions. There is no room for any cancellation of reservations. As a matter of fact, state of emergency measures, like the ones adopted in other European countries, mean more safety for civilians.

- Hundreds of charter flights are landing in Antalya and Bodrum airports. The number of flights reached a record of 242 on July 23, in Antalya.

- Major institutions such as World Tourism Organization, TUI, and Thomas Cook continue to promote Turkey as an attractive tourist destination.

- The Turkish Government will take additional measures to promote sector in 2017.
