Özgür Kıvanç Altan is the Ambassador of the Republic of Türkiye in Romania since January 2023.

A career diplomat, he joined the Turkish Ministry of Foreign Affairs in 1996, where he held various portfolios, most recently as Deputy Director General for Northern Europe (2019-2023).

Previously, he headed departments within the Deputy General Directorate for Central Europe (2017-2019) and the Deputy General Directorate for NATO, Atlantic Security and Defence (2011-2012).

Özgür Kıvanç Altan served as Consul General in Miami (2014-2017), First Counsellor in Athens (2012-2014), Counsellor in the Permanent Turkish Representation at NATO (2006-2010), Vice-Consul in Los-Angeles (2001-2004), and Third Secretary at the Turkish Embassy in Sarajevo (1999-2001), where he also served as Political Advisor at the Office of the High Representative.

Özgür Kıvanç Altan was born in Ankara in 1973. He holds a Bachelor’s Degree in International Relations from the Faculty of Political Science of Ankara University (1996). He also attended the Senior Course at the NATO Defence College in 2005.

Özgür Kıvanç Altan is married, with two children. He speaks Turkish and English, and has knowledge of German, French, Greek, and Bosnian languages.
